Exterior Description And Setting

Victorian end-of-terrace three-storey three-bay over-basement red brick Georgian-style townhouse, built c.1865 with a three-storey projecting rear return. Rectangular on plan, principal elevation faces east, built as one of a terrace of four similar street-fronted townhouses lining the west side of Queen Street. Pitched natural slate with black clay ridge tiles and a red brick chimney stack with clay pots rising from the south side. Cast-iron guttering on drive-through brackets. Principal elevation of red brick walling laid in 'Flemish' bond with cement pointing, set behind a low level rendered plinth wall with sandstone coping and cast iron railings; all window openings are square-headed flat cut brick arches on painted masonry sills, bays on ground floor are aligned with window bays on floors above, window bays on ground floor right of entrance doorway 6/6 timber sliding sash; elliptical arch headed entrance doorway, slightly recessed, has engaged fluted columns of the Ionic order either side of a four panel painted timber door with projecting entablature and elliptical fanlight with timber glazing bars above, door six steps up from pavement; 6/6 timber sliding sashes on first and second floor levels. Basement with steps down to basement to left of door with schist walls and stepped red brick dressings around 6/6 timber sliding sash windows and 6 panel timber painted door. Continuous sandstone string course at ground floor level. Large central roof-dormer with timber front and decorative barge board, slated sides, slated pitched roof and 6/3 timber sliding sash window. Painted render flat band at eaves. South side is abutted by No. 15 Queen Street (HB01/21/0018C). South elevation of rear return of smooth painted render to first floor level, red brick above, having irregular fenestration pattern with a mix of 6/6, 3/3 and 2/2 timber sliding sash windows and one replacement uPVC window to basement level. West elevation to the rear is of three-storeys, of smooth painted render to basement and ground levels; large red brick rear return with pitched slated roof with small extension to ground floor with flat roof doubling as a balcony to first floor with double timber doors; original 6/6 timber sliding sash windows to ground, first and second floor levels and 6/3 timber sliding sash to dormer; built at half-landing height . Square-headed window openings with plaster reveals on painted masonry sills. Replacement timber door with glazed side light to ground floor of rear return and basement level. North elevation of red brick walling laid in 'English Garden' bond with cement pointing having single small 1/1 replacement sliding sash window to second floor level at east side. Pitched slate roof with black clay ridge tiles and a large red brick chimney stack with ten terracotta clay pots rising from the south side. Cast-iron half-round guttering on iron drive-through brackets terminating at cast iron hopper and a circular downpipe to front elevation. Roof Natural slate RWG Cast-iron Walling Render/brick Windows Timber sliding sash / uPVC Setting: Forming part of a terrace of four similar houses lining the west side of Queen Street fronting directly onto the pavement. Historical Information

Queen Street, characterised by its mid-nineteenth century terraced houses, was originally laid out in c. 1840, with the first buildings constructed along the street by at least 1847. The laying out of Queen Street, as well as the adjoining Great James Street and Clarendon Street, was neccesitated by a period of growth in the economy and population of Londonderry that occurred in the mid-nineteenth century. John Hume notes that during the period 1825-1850 ‘reconstruction of the city’s buildings [within the city walls] took place alongside the development for the first time of housing outside the walls at Bogside and Edenballymore’ (Hume, p. 147). Queen Street was the second major new street in the area (Great James Street had been laid out in c. 1833). The first edition of the Ordnance Survey maps (1830) for the townland of Edenballymore records that the Queen Street area was originally rural hinterland with few significant structures. In 1830 the development of the city’s streets had extended no further than Waterloo Place, Abbey Street and William Street. In the first decades of the 19th century the only major construction north of the walls had been isolated buildings such as the Londonderry Infirmary, the Lunatic Asylum and Foyle College (HB01/22/016) with little or no domestic architecture being erected in the same period. The only building in the area that predates the early-Victorian development is Foyle Cottage (HB01/21/006), a Regency house that was constructed c. 1815. In The Annals of Derry, a survey of the city compiled by Robert Simpson and published in 1847, Simpson recorded that ‘all the district now covered by Great James’s Street, William Street, Little James Street … and the numerous lanes in that vicinity [originally comprised] meadow ground without a house’ (Simpson, p. 213). The initial development of housing in this area began in the late-Georgian period and continued into the Victorian era. With the construction of uniform rows of three-storey townhouses, a new affluent area was established that swiftly became the preferred residence of the city’s merchant and professional classes. The laying out of Clarendon Street, Great James Street and Queen Street followed a geometric street pattern which was characteristic of Georgian street development; the development signified the most ambitious project of town planning carried out in Londonderry since the construction of the walled city in 1613-19. O’Hagan’s contemporary plan of Londonderry recorded that Queen Street was originally known as Queen’s Street (the name of the street continued to switch back and forth throughout its history) and noted that at least 12 houses had been constructed along the row by 1847. The map shows that nos 1-8 Queen Street (HB01/21/024A-H) and nos 9-12 Queen Street (HB01/21/020A-D) are amongst the earliest terraced dwellings within the Clarendon Street Conservation Area, having been built by at least 1847. The second edition Ordnance Survey map (1853) did not depict the later terrace nos 13-16 Queen Street (HB01/22/018A-D), however the construction of the row commenced almost immediately thereafter. The Annual Revisions record that No. 16 Queen Street was constructed in 1865. The adjoining No. 15 was not completed until 1868 briefly leaving a gap between nos 13-14 and No. 16 Queen Street. The Annual Revisions recorded that No. 16 Queen Street was owned by William John Foster, a local magistrate and Justice of the Peace, and was originally valued at £45. Foster was the original occupant of No. 16 Queen Street and also owned the adjoining No. 15 (Ulster Town Directories). Throughout its history the occupants of the dwellings in Queen Street were of the city’s merchant and professional classes. In 1911 the dewelling was inhabited by Ross Hastings, a local flour merchant and magistrate who operated from the Commercial Buildings on Foyle Street and was President of the Londonderry Unionist Association. The census building return described No. 16 as a 1st class dwelling that consisted of 10 rooms and possessed a stable as its sole outbuilding. In 1928 the house was acquired by the Trustees of St. Augustine’s Church (HB01/19/012) and utilised as a Rectory. The First General Revaluation of Property in Northern Ireland (1935) increased the value of the house to £51 and noted that it was occupied by the Rev. H. A. McKegney, Canon of the church. In 1963 the site was purchased by a Mr. E. Pollock who converted the former private dwelling into four residential apartments and by the end of the Second Revaluation (1956-72) the value of the site had been increased to £92 10s. In 1970 the UAHS guide for Londonderry described nos 13-16 Queen Street as ‘a fine dignified Georgian terrace of four three-storey houses with attics … each entrance approached by a flight of steps spanning a basement area … the whole is finished with a neat trim railing’ (UAHS, p. 51). In 1978 the Department of the Environment designated the mid-nineteenth century streets and terraces of Queen Street, Great James Street and Clarednon Street as a Conservation Area ‘being an area of special architectural or historic interest, the character of which it is desirable to preserve or enhance’ (Londonderry Clarendon Street Conservation Area Booklet). Nos 13-16 Queen Street were subsequently listed in 1979. Nos 13-16 Queen Street is one of the finest Georgian-style terraces within the Clarendon Street Conservation area. In 2013 Calley stated that the terrace 'of four setback houses vies with nos 20-23 Crawford Square (HB01/22/004A-D) and nos 56-60 Northland Road as the finest in the city. They are a little later than nos 9-12 and are somewhat grander versions of them. Each is three-and-a-half-storey over basement, three-bay of dark brick. The wide doorways are reached up stone steps which span over basement wells edged with period fleur-de-lys topped railings. They have good timber panel doors, nos 15-16 being particularly fine, columned timbered surrounds and segmented fanlights. Nos 13-14 have Tuscan columns whilst the others have Ionic columns [and] each have a single gabled dormer’ (Calley, p. 329). Few of the mid-nineteenth century townhouses along Queen Street continue to be occupied as residential dwellings; the majority of the three-storey buildings were converted into offices for local dentist, accountants and solicitors firms in the late-20th century. The NIEA HB Records note that No. 16 Queen Street was converted from a private dwelling into office accomodation in 1986, but the building was converted back to domestic use and is currently utilised as a Bed and Breakfast Hotel known (appropriately) as ‘Merchant’s House.’ The guest house’s website records that ‘The Merchant’s House has been operating as a successful B&B ... From the late 1990s. The most recent renovations, completed in 2009, involved transforming the former servant’s quarters in the basement into en-suite bedrooms’ (The Saddler’s House website). End-of-terrace three-storey three-bay with attic over-basement Georgian-style red brick former townhouse, built c.1856, one of a terrace of four houses of similar type lining the west side of Queen Street with which this building has group value. The front facade of No 16 faces east onto Queen Street, behind painted decorative cast iron railings. The interior retains a significant amount of fine historic detailing and much exterior historic detailing has been retained including a fine doorcase with a projecting entablature and ionic capitals below. This former house is abutted to the south side by No 15 Queen Street (HB01/21/018C). The setting of the Clarendon Street Conservation Area is significantly enhanced by the historic authenticity of this former house within the terrace, which can be considered one of the finest Georgian-style terraces within the Clarendon Street Conservation area.
